SBC Holley 12-327-11 Mechanical Racing Fuel Pump f/ Repair Small Block Chevy Gas

Got this with a SBC intake (I'm using it). Holley High Performance Fuel Pump (May need Repair, not sure?). Holley 12-327-11 015-03. Pump looks good, but the lever arm is in the down position with the spring compressed and will not move at all.
