On 95-99 models, the fuel filter retaining bolt will normally only have one seal on it on. Don't add the extra o-ring to your bolt if it isn't there already - this can cause a leak! 1 x Fuel Filter Retaining Bolt O-Ring Seal - Part # 0099979248 (included with fuel filter).
